A good perspective from an intellectual in Bolivia. Carlos Mesa was the vice president in the incidents of 2003 and when the president had to flee, became the president. But the political waters were still pretty darn hot and he himself had to step aside in 2004. This was followed by some more political turmoil, but the outcome was the election that landed Evo Morales in the presidency through an honest election. In this interview you can get a good view of how most of Latin America thinks of the USA: it should act internationally like its founding ideals would indicate.
